作者简介
李忠，男，1998年毕业于中国社会科学研究院研究生院，法学博士，副研究员，中国社会科学院法学研究所、国际法研究所法治战略研究部主任，英国伦敦大学国王学院和美国耶鲁大学法学院、哥伦比亚大学法学院访问学者。主要研究领域为：宪法、人权、党内法规。出版专著1部、译著1部、合著多部，在《法学研究》《法学》《法律科学》《法商研究》等刊物上发表论文30余篇。
摘要：
党内法规既是管党治党的重要依据，也是建设社会主义法治国家的有力保障。加强党内法规建设，是全面推进依法治国的战略任务，是提升党的建设科学化水平的基本保证，是推进国家治理体系和治理能力现代化的重要内容。
本报告扼要介绍了党内法规的概念、分类、效力和作用，系统梳理了党内法规的发展历程，全面分析了党内法规的现状和存在的问题，并提出了加强和改进党内法规工作的对策建议。本报告认为，加强党内法规建设，要把握好提升党内法规制定质量和完善党内法规实施机制两个关键，实现全面建成党内法规制度体系这个目标任务，同时要强化党内法规执行力，完善党内法规工作体制，加强党内法规宣传教育，深化党内法规理论研究。
Abstract：
The Party Regulations are both an important basis for managing the Party and a strong safeguard for building the socialist country under the rule of law. Strengthening the construction of the Party Regulations is the strategic mission towards promoting the rule of law as a fundamental State principle, is the basic guarantee towards improving the scientific level of the Party's construction and sustainable development; it is also important towards strengthening the leadership of the Party, promoting national governance systems and modernization of the governance capacity.
This report previews the concept, classification, effectiveness, function of the Party Regulations. It systematically combs the development process of the Party Regulations, analyzes the status quo and existing issues, and puts forward the suggestions and strategies towards strengthening and sustaining development of the Party Regulations’ structure. The author suggests that improving the formulation and the implementation mechanism of the Party Regulations are two key factors towards achieving the goal of reconstruction of a comprehensive Party Regulation system.It is important to accelerate the construction work of the Party Regulations, strengthen the enforcement power and improve the work system of the Party Regulations, reinforce the publicity and education of the Party Regulations, and deepen the theoretical research on the Party Regulations.
